Smith joined the MVCA board in the early 2000s and filled the role of treasurer.
He held this position until 2023, remaining as a board representative after stepping down from the executive role.
As an umpire, Smith has officiated 16 A-grade grand finals, four B-grade grand finals and nine junior grand finals.
As of February 24, he had umpired a total of 292 MVCA matches.
This includes 207 A-grade, 42 B-grade, 19 C-grade and 24 junior games.
These numbers would be higher but recorded appointments only trace back to the start of the 05/06 season, while recording of grand final appointments started in the 00/01 season.
These statistics also do not include Country Week and Barooga Masters games.
Smith was presented the award at the MVCA Awards Night on Wednesday, March 5.
An MVCA spokesperson said the association congratulates Smith on his achievement.
