The agreement was originally set to be introduced during the Christmas period but has now been pushed back to 2021.
Australian Services Union branch secretary Lisa Darmanin said the agreement would result in fewer entitlements for Moira Shire Council staff.
“One of the worst aspects of Moira Shire's proposed agreement is the cut to existing redundancy entitlement, making it easier for management to privatise core council functions,” she said.
“Australian Services Union members at Moira Shire recently unanimously rejected the proposed agreement as inadequate and an attack on their current conditions.”
Moira Shire Council chief executive officer Mark Henderson said the vote would be held in the new year.
“We’ve agreed to delay the vote till early in the new year so council staff, most of whom are not ASU members, can consider their vote,” Mr Henderson said.
“Since I’ve been at Moira I’ve tried to shift its employment arrangements so that they are comparable with neighbouring councils and not placing an undue burden on Moira ratepayers relative to other councils.
“Our latest offer to staff continues that shift, but ensures that staff on lower incomes receive better than the average increase proposed.”
He said redundancy entitlements were proposed to be brought into line with industry standards by introducing a cap.
“The ASU’s demands are unaffordable and it's now personalising its industrial campaign rather than being factual,” Mr Henderson said.
“I can’t see a situation arising where the council will be able to increase its current offer, so hopefully the vote will get up.”
