But the latest moves by the Victorian Government have been met with mixed feelings by those in impacted businesses.
Venues are now able to increase their indoor service to a maximum of 75 people.
It's an increase of 25 on the restrictions that came into effect last week, but is still considerably below the limits of previous months.
1895 The Royal owner Barry Saunders said any increase was good.
“It's better than nothing,” he said.
“But it's still not really enough. It's quite a limit on who you can have in for meals.
“We are going to leave the steakhouse shut for now, and while we are allowed outdoor dining we haven't got the facilities to make the outdoor experience for customers.”
Mr Saunders said the response from the community since the last lockdown had been fantastic.
“We probably do as many takeaways as we do seated meals,” he said.
“The community have been fantastic for that and we are really grateful.”
Electronic gaming will also return to pubs and clubs in limited numbers.
Echuca Workers general manager Erin Langman said it was a major win for the venue.
“We were struggling without the access to gaming,” she said.
“But being able to open them up now means we can roster more of our staff on for shifts.
“When we had the bistro open we could give some of our team work, but not everyone, which was a shame. Now we can get more people back.
“We have a lot of long-term staff who have suffered through lockdown, so we are excited to bring them back to work.”
On the NSW side of the border, stay-at-home restrictions have been lifted for those who have been in Victoria since May 27.
It clears the way for Victorians who have not been in Melbourne to make their way into NSW, allowing all regional Victorians to enter NSW for the Queen's Birthday long weekend.
Victorians who have attended a close-contact venue will, however, be required to get tested and stay at home for 14 days, while anyone who has been to a casual contact venue will need to be tested and remain at home until a negative result is returned.
