The Burramine business owner is running for a seat on council at the October local elections.
Mr Goldman has built his excavation business up from a small one-machine operation to now have 200 machines and 65 employees.
Mr Goldman said he drew a lot of money out of Melbourne and put it back into the Moira Shire economy.
He said his knowledge of the local area and his experience of growth would help develop the region into the future.
Mr Goldman said he wanted to create an opportunity for young people to return to the Moira Shire if they had previously left for school or higher education.
“The biggest thing our communities need is upskilling younger people,” the father-of-three said.
“I grew up in Cobram and Yarrawonga, so I saw how kids developed their skills by being trained by their parents.
“I watched the economy grow and have been a part of that through my business. If we can build something great it will encourage people to set up in Moira Shire and they won't need to leave the area for their services; essentially shop local.”
Mr Goldman said the Moira Shire "badly needs" affordable industrial land.
He said without affordable industrial land it (the shire) could not provide opportunities for people to choose the area and feed back into the economy.
The local government elections will be held in October via postal ballot.
