It comes as the COVID crisis in Victoria continues to worsen.
Speaking at a press conference this morning, Ms. Berejiklian said residents in border towns should remain where they are unless absolutely necessary.
"The probability that we need to be tougher on those border restrictions is extremely high," she said.
"I ask everybody in those border communities, including residents in NSW who live in Albury or Moama or other places across the border - do not travel to other parts of NSW unless you absolutely have to.
"My strong warning to people in NSW is do not travel to those border communities unless you absolutely have to."
Ms. Berejiklian said the government would consider further actions around border communities.
"When you have communities mixing with each other, crossing a border, it carries enormous risk," she said.
"I will stress the government is considering what further actions we take to make sure the bubble as we call it is maintained.
"We say to NSW residents who live in those border communities - do not move outside your border community unless it's absolutely necessary, otherwise we will need to take further which could further compromise your ability to move freely."
