Joining the Roosters from Gold Coast, Brill and Power have both represented Queensland with the former set to line up at lock in Friday's one-off women's Origin match.
Fressard, a member of Brisbane's 2020 premiership-winning side, spent last season at Newcastle.
Alongside their new signings, the current Roosters squad boasts Golden Boot winners Isabelle Kelly and Jess Sergis, as well as Sarah Togatuki and Zahara Temar among others.
The side has, however, parted company with premiership players Olivia Higgins, Hannah Southwell, Simone Karpani and Tayla Predebon, as well as Origin winger Yasmin Clydsdale.
"While there have been some changes, there are a lot of familiar faces in our squad and some exciting new additions," said back-rower Olivia Kernick.
"I'm excited about what's ahead and can't wait to get back at it."
Meanwhile, St George Illawarra have re-signed representative players Teagan Berry, Talei Holmes, Page McGregor and Tegan Dymock.
Despite still being under 23, all four players were included in squads selected for this weekend's representative round.
Berry and Holmes were named in the extended NSW squad for the women's State of Origin opener on Friday, while McGregor and Dymock are preparing to play for New Zealand and Tonga respectively in Saturday's Test match.
Berry, Holmes and McGregor also played in the Dragons side that stormed into the 2021 NRLW grand final but were defeated by the Sydney Roosters.
The Dragons have now re-signed 11 members of the 13 that started in the decider, including their entire starting forward pack and halves pairing Rachael Pearson and Tahlia Fuimaono.
Head coach Jamie Soward, a 2010 NRL premiership winner and 141-game veteran in the Red V, said re-signing young players would help the Dragons build for the future and return to the finals in 2022.
"I'm very excited that the club is in a position to keep our young players and the fact they've been able to kick on and make rep teams is a big boost," Soward said.
"I'm very excited each player was eager to remain in Dragons colours.
"We have showed we have the right things in place to be successful, we just need to do it at the right time of the year.
"To have much of the nucleus from last year is big boost ahead of the season."
